Level 2 NVQ Certificate in Waterproof Membrane Roofing Systems (Construction)

This qualification is intended primarily for existing construction operatives whose work involves installing the functional layers that support green-roof systems above a waterproof roof covering.

Suitable learners may include:

• Green roof support system installers

• Green or living roof operatives

• Roofing operatives responsible for drainage, filtration, protection or substrate layers

• Specialist roofing subcontractors working on new-build or refurbishment projects

• Experienced workers seeking formal recognition of their existing green-roof installation competence

Learners usually work under drawings, specifications, method statements and manufacturers’ instructions. They are expected to take responsibility for the quality and safety of their own work while communicating with supervisors, waterproofing specialists, landscapers and other roofing trades.

The qualification is normally completed by someone who is employed, self-employed or working under another genuine contractual arrangement that provides regular access to live green-roof projects. Learners must be able to install the required components, work at height, handle roofing resources and produce authentic workplace evidence.

The present structure is centred on one defined occupational pathway. Its specialist unit is completed alongside mandatory construction safety, productive working and resource-handling units.

Green Roof Support System Installer

This pathway covers the preparation and installation of layers positioned above the roof membrane to protect the waterproofing, manage water, support vegetation and maintain the intended performance of the green-roof build-up.

The learner must demonstrate installation work involving at least four of the following components:

• Root or rhizome-resistant layer

• Protection layer

• Irrigation system

• Drainage system

• Filter layer

• Growing substrate

Assessment considers whether the learner follows the specified layering sequence, protects the underlying membrane, maintains the integrity of the roof structure and installs any required measures to prevent movement or slippage.

The operative must also understand the practical differences between intensive and extensive green roofs and how those differences affect the materials, loading, drainage, irrigation and installation methods used.

Learners need access to genuine green-roof installation work where their performance can be observed and authenticated. A classroom exercise or training-centre mock-up cannot replace the required workplace evidence of occupational skills.

Suitable workplace opportunities must allow the learner to:

• Interpret drawings, specifications, schedules, risk assessments and method statements

• Work safely on roof areas using the required access and fall-protection arrangements

• Receive, move, distribute and store roofing materials and components

• Protect completed waterproof membranes and surrounding work

• Measure, mark out, position, fit, join, seal and secure green-roof components

• Install at least four of the specified support-system layers

• Use and maintain appropriate hand tools, power tools and ancillary equipment

• Coordinate work with roofing, waterproofing, landscaping and site personnel

• Manage waste, packaging and surplus materials responsibly

• Complete work within the allocated programme and report delays or defects

Relevant resources may include drainage and irrigation components, filters, resistance layers, protection materials, substrates, fixings, fittings, lifting aids and access equipment.

The learner must encounter sufficient variation to demonstrate genuine occupational competence rather than repeating a single isolated task. Evidence must also show that the work was completed to the applicable project information and manufacturers’ requirements.

Successful learners can:

• Interpret drawings, specifications, schedules, electronic information, method statements and manufacturers’ instructions for green-roof work

• Follow risk assessments, safe systems of work and organisational procedures

• Recognise and report hazards, unsuitable resources and incorrect or incomplete information

• Select suitable green-roof materials, components, fixings, tools and equipment

• Calculate quantities, lengths, areas and expected wastage

• Move, handle, position, secure and store roofing resources without damage

• Use access equipment, collective protection, personal protective equipment and other safety controls correctly

• Protect the roof structure, waterproof membrane and surrounding work throughout installation

• Install the specified sequence of green-roof support layers

• Measure, mark out, lay, fit, join, seal, position, finish and secure components

• Apply measures that prevent slippage and preserve drainage performance

• Maintain a clean work area and dispose of waste in accordance with workplace and environmental requirements

• Communicate effectively with supervisors, colleagues, customers and other occupations

• Maintain relevant records and report circumstances affecting quality, safety or the work programme

• Complete assigned work within the agreed timescale and specification

Assessment measures whether the learner can consistently meet the occupational standards while carrying out real green-roof support-system work. All mandatory learning outcomes and assessment criteria must be achieved.

A suitably competent assessor uses a combination of methods to judge practical performance and underpinning knowledge. Assessment decisions are internally quality assured, and the learner maintains a portfolio linking evidence to the required outcomes.

Workplace Observation

Direct observation is used to assess activities such as handling materials, setting out the roof area, installing green-roof layers, using tools and access equipment, protecting the membrane and coordinating with other workers.

The assessor considers whether the learner:

• Follows project and safety information

• Selects appropriate resources

• Uses safe and technically appropriate installation methods

• Maintains the specified layer sequence

• Protects waterproofing and surrounding work

• Identifies and reports problems

• Completes work to the required standard and programme

Portfolio and Work Products

The portfolio must demonstrate achievement of every required outcome. Suitable evidence may include:

• Assessor observation records

• Authenticated photographs of green-roof layers during installation

• Marked-up drawings or installation details

• Method statements and risk-assessment evidence

• Material schedules and quantity calculations

• Delivery, handling or storage records

• Job sheets, worksheets and timesheets

• Quality checks and snagging records

• Evidence of drainage, filter, protection, irrigation or substrate installation

• Records of defects, damaged materials or membrane concerns being reported

• Witness testimony from a competent supervisor

• Completed work products and project reports

Evidence must be attributable to the learner and must show what they personally completed.

Knowledge Assessment and Professional Discussion

Oral or written questioning, structured discussion and supporting assignments may be used to confirm knowledge that cannot be established fully through observation.

This may include the learner’s understanding of:

• Green-roof build-ups and component functions

• Intensive and extensive roof systems

• Membrane protection and roof integrity

• Drainage, filtration, irrigation and growing substrate

• Work-at-height controls and emergency procedures

• Resource characteristics, defects and limitations

• Quantity and wastage calculations

• Environmental responsibilities

• Communication, sequencing and problem-reporting procedures

Recognition of Prior Learning

Existing evidence and previous occupational achievement may be considered where it is current, authentic, relevant and sufficient. Recognition of prior learning does not remove the requirement to demonstrate every mandatory outcome or meet the workplace assessment conditions.

Restrictions on Simulation

Workplace evidence of skills cannot be simulated for the mandatory units. The learner must demonstrate green-roof support-system installation, resource handling, safety compliance and productive working through authentic workplace activity.

The same workplace restriction applies if the additional decking or solar-collector units are undertaken. Training-centre practice may help develop skills, but it cannot replace the required evidence of competent performance in the workplace.

The qualification recognises skilled performance within a defined part of the green-roof installation process. Progression depends on the learner’s experience, employment responsibilities and access to further occupational work.

Green Roof Support System Installation

The most directly related role is green roof support system installer. Depending on the employer’s terminology and the individual’s duties, related job descriptions may include green-roof operative, living-roof installer or specialist roofing operative.

The qualification does not automatically establish competence in horticultural planting, waterproof membrane application, electrical installation or solar-system commissioning unless those activities are covered by separate training and assessment.

Broader Waterproof Membrane Roofing

Operatives who expand into the preparation, application and repair of waterproof roof membranes may progress to the corresponding Level 2 NVQ Diploma in Waterproof Membrane Roofing Systems.

Available occupational areas may include:

• Reinforced bitumen membrane roofing

• Single-ply membrane roofing

• Liquid-applied membrane roofing systems

Progression requires relevant training, experience and access to workplace tasks for the selected membrane system.

Supervision and Coordination

Experienced installers who take responsibility for planning work, coordinating operatives, monitoring quality and confirming site activities may consider an occupational work-supervision qualification.

Progression to supervision should reflect the learner’s actual job role. Completion of this Certificate alone does not demonstrate supervisory competence.
